Commission members met with consultant, Tom Sexton, to continue the development of Wetland Regulations for the local By Law. The Commission commenced the session utilizing a rough draft version of the proposed Regulations that Mr. Sexton provided for review. Items discussed included jurisdiction and purpose, definitions, information on Determination of Applicability and Notices of Intent permits, segregation, exemptions, hardships, waivers and variances. Many suggestions and ideas were presented by Commission members, some of which will be incorporated into the draft version.

The Commission voted unanimously to sign the re-issuance of Certificate of Compliance, DEP#105-404/

Cliff Matthews updated the Commission on his discussion with Kevin Lobisseur, the applicant for the Crystal Springs Condo Notice of Intent DEP file # 105-677. Cliff reported that his conversation with Mr. Lobisseur ultimately concluded with Mr. Lobisseur agreeing to consider a peer reviewer for the filing but wanted to be assured that the review was for stormwater management only. Mr. Matthews told Mr. Lobisseur that he would speak with the Commission members about retaining a peer reviewer for the project at our next meeting. Mr. Matthews stated that he also told Mr. Lobisseur that hiring the consultant would expedite his NOI filing in preparation for the Dec. 8th public continued hearing. A unanimous vote was taken by the Commission to approve the engagement of a consultant for the project with the caveats (as
requested by Mr. Lobisseur) that an estimate be provided to the Commission and the applicant and that the consultant would be hired to review only stormwater management for the project (erosion control/SWAPPP plan, O & M Plan, soil data, hydraulic and hydrologic calculations, etc). Mr. Holmes will provide that quotation to Mr. Lobisseur as soon as the Commission receives it.
Commission members were reminded of the site walk scheduled for Sat., Nov. 6th, 8:00 AM at Pearl Street.
